Yes, this is possible too in selected countries. We call it de-centralised reuse model.
No. In RePack's Pay per use-model the fee covers the use of the packaging and an empty REPack return. In the leasing model the fee covers unlimited monthly packaging use.
If your customer does not like the product they simply return the goods to you in a RePack, following your return policy, just as they would using any other packaging. You can reuse the RePack again, free of charge.
Returning an empty RePack packaging is often better than making new packages to replace those thrown away. CO2 emissions from transport are actually very small compared to making new packages in factories, which need transporting too.
Prepaid empty return is only included in the Pay per Use-model. It is not included the RePack leasing model.
